The price offered to our customers is closely related to the customer and consumption profile, but we make permanent efforts to, through a transparent purchase of gas from sustainable sources, offer you the best prices on the market, which we guarantee throughout the contract period.
The price of natural gas negotiated by the parties includes all tariffs and expenses determined by ANRE according to the legislation in force.
According to point 105 of the Regulation on the supply of natural gas, the supplier has the right to request disconnection, and the system operator will disconnect the natural gas installations of the non-domestic consumer within no more than 10 working days in the following cases:
- Non-payment of payments for natural gas used at the place of consumption, at the expiration of the term of 10 calendar days from the invoice payment deadline, presented to the non-domestic consumer;
- At the expiration of the term of the natural gas supply contract, if the non-domestic consumer does not request its extension;
- The refusal of the non-household consumer to conclude a natural gas supply contract with the supplier of last option after taking over the final consumers by him under the conditions of this Regulation;
- The non-household consumer’s refusal to conclude a natural gas supply contract with a supplier after the expiration of the term of last option supply, with a prior notification of the consumer with 15 calendar days;
- At the request of the non-domestic consumer.
The disconnection of the natural gas installations of the non-domestic consumer is carried out during his working hours. Disconnection of the non-domestic consumer installation in accordance with subct. 3) is carried out only with the consent of the non-domestic consumer. The disconnection notice is sent or handed to the non-domestic consumer at least 5 calendar days before the expected date for disconnection.
The final consumer has the right to request the supplier to reconnect the natural gas installations to the natural gas network after removing the reasons that led to the disconnection of his natural gas installations. The supplier requests the system operator, and the latter is obliged to reconnect the natural gas installations belonging to the final consumer to the natural gas network in the shortest possible time, but no later than 2 working days from the date of payment to the system operator of the tariff for reconnection according to point 117 of the Regulation.
The payment of payment invoices for the natural gas consumed is made within the terms and in the bank account indicated in the natural gas supply contract concluded between the parties.
The preventive payment is charged by the supplier in accordance with the Regulation on the supply of natural gas in the following situations:
- when the final consumer’s natural gas installations were disconnected from the natural gas network for non-payment of the payment invoice, the unmotivated refusal of the final consumer to grant access to the system operator’s personnel to the place of consumption;
- The natural gas supply contract is concluded on the basis of another real right, other than ownership;
- In the situation where the real estate that is the object of the place of consumption is mortgaged, seized, or the rights over it are the subject of litigation in court;
- Insolvency proceedings are initiated against the final consumer.
The amount of the preventive payment is established by the supplier and must not exceed the monetary value of the average monthly consumption of natural gas.
According to point 20 of the Regulation on natural gas supply, the natural gas supply contract drawn up by the natural gas supplier must contain the following:
- Name and legal address of the supplier;
- The object of the contract
- The means by which updated information on current prices can be obtained;
- Quality parameters of the supplied natural gas;
- The contracted debit, if the contract is concluded with a non-domestic consumer;
- The prices and tariffs applied;
- Payment methods, payment terms, cases in which the supplier is entitled to impose preventive payment for natural gas consumption, as well as the measures to be taken by the supplier in case of non-compliance with contractual obligations by the final consumer;
- Cases and conditions of natural gas supply interruption, disconnection and reconnection to the natural gas networks of the final consumer’s use facility (use devices);
- The duration of the natural gas supply contract, the cases and method of extending, modifying and terminating the contract, including the express provision regarding the right of the final consumer to terminate the contract unilaterally and free of charge;
- Provisions regarding the method of notification by the supplier to the final consumer regarding the change in the price of natural gas supply before its application;
- The possible compensations and methods of reimbursement of expenses that apply if the supplier does not fulfill its contractual obligations, including in the case of erroneous payment invoicing, or if the supplier fulfills its contractual obligations late or defectively;
- The ways of initiating procedures for resolving misunderstandings related to non-execution or faulty execution of contractual clauses;
- The rights and obligations of the supplier, the final consumer and the information related to the consumer’s rights provided by law, including the resolution of final consumer complaints;
- The contact details of the authorized persons and/or of a telephone service of the supplier, including the working hours, where the final consumer can receive all the necessary information regarding the execution of the natural gas supply contract;
- Liability for non-fulfilment or improper fulfillment of the obligations assumed by the parties to the natural gas supply contract;
- Indications about the fact that the contract contains personal data (in the execution of art. 23 paragraph (8) of the Law on the protection of personal data no. 133 of July 8, 2011, point 54 of the Requirements for ensuring the security of data with personal character when processing them within the personal data information systems, approved by Government Decision No. 1123 of December 14, 2010 and point 35 of the Regulation of the Record Register of Personal Data Operators, approved by Government Decision No. 296 from May 1, 2012).
HOUSEHOLD
To conclude the natural gas supply contract, the applicant, potential household consumer, is obliged to present the following documents/information to the supplier:
1) the request, the form of which is placed on the provider’s website or made available by him;
2) the copy of the property deed or the copy of the document attesting a real or usufruct right over the building that is the object of the respective place of consumption;
3) copy of the identity card;
4) copy of the minutes of acceptance into operation of the natural gas installation (as applicable).
BUSINESS
To conclude the natural gas supply contract, the potential non-domestic consumer applicant is obliged to submit the following documents/information to the supplier:
- The request, the form of which is made available by the supplier, which includes the name, address, telephone, fax, e-mail of the applicant;
- The copy of the property deed or the copy of the deed certifying a real or usufruct right over the building that is the object of the respective place of consumption;
- The extract from the State Register of legal entities and individual entrepreneurs issued by the Public Services Agency, no later than 3 months before the date of submission of the application or a copy of another document certifying the right to carry out the activity, as the case may be, the fiscal code, the settlement account , the name of the bank through which the applicant makes the payments;
- Copy of the delimitation act, signed by the system operator;
- The copy of the report of the reception of the natural gas installation (as applicable);
- Volumes and supply periods of natural gas.
The applicant presents to the supplier the original documents for verification of the presented copies or their legalized copies.
The natural gas supply contract concluded between the supplier and the non-domestic consumer must be accompanied by the list of persons of the supplier and the non-domestic consumer, who are authorized to negotiate regarding the natural gas consumption regime, to sign the gas delivery-takeover documents natural persons and their telephone numbers.
According to the legal provisions in force, the final consumer has the right to freely choose and change the supplier of natural gas without charging a fee, under the conditions of payment of debts to the previous supplier.
The change of supplier is carried out within no more than 20 calendar days from the date of submission of the request by the final consumer.
According to point 8 of the Regulation on the procedure for changing the natural gas supplier, changing the natural gas supplier includes the following stages:
- Conclusion of the natural gas supply contract between the final consumer and the new supplier;
- Submission of the request to change the supplier of natural gas, to the current supplier;
- Notification by the current supplier of the new supplier and the system operator regarding the initiation of the procedure for changing the natural gas supplier;
- Presentation by the system operator of information regarding the place(s) of consumption where the change of supplier is expected;
- Conclusion by the system operators and suppliers of additional agreements to the contracts for the provision of the natural gas transport and/or distribution service;
- Controlling the measuring equipment and reading the indications of the measuring equipment;
- Supply of natural gas by the new supplier;
- Issuing the final payment invoice for the natural gas consumed according to the natural gas supply contract concluded with the current supplier;
- Payment by the final consumer of the debts towards the current supplier.
We make every effort to reasonably resolve disagreements with end consumers, amicably, and in the shortest possible time.
Resolving disputes out of court is often the fastest, most efficient, and least expensive way to reach the most correct and satisfactory solution for both parties.
In case of misunderstandings, consumers have the following steps to solve the problems:
- Direct negotiation with the natural gas supplier
- Mediation or Conciliation
- Complaints to ANRE
- Addressing the courts to resolve the dispute.
- Fixed amount in the amount of:
- 50 lei for the applicant / household consumer;
- 75 lei for the non-domestic consumer applicant.
- 2. Additionally, for each calendar day of delay, starting with the next calendar day from the date of expiry of the term regarding the conclusion of the natural gas supply contract, but no more than 30 calendar days of delay:
- 10 lei for the household consumer applicant;
- 25 lei for the non-domestic consumer applicant.
Complaints from end consumers in relation to contracting, disconnection, reconnection, invoicing, as well as regarding the consumption of natural gas by bypassing the measuring equipment or by distorting its indications, or by other means of consumption not recorded by the measuring equipment are examined and resolved by supplier, within the terms established by the Law on natural gas.
Petitions of end consumers regarding disconnection shall be examined and resolved by the supplier, regardless of whether the disconnection of end consumers’ natural gas installations was carried out at the request of the supplier or at the initiative of the system operator. If, upon examination of end-consumer petitions, the supplier finds that the system operator has violated the established reconnection deadline, it pays the injured end-consumer the compensation calculated in accordance with the Regulation on the quality of natural gas transport and distribution services and requests the operator of the system to return the compensation value. The system operator is obliged to reimburse the supplier for the expenses incurred in connection with the payment of compensation for damage to the final consumer due to the fault of the system operator.
Final consumers submit complaints regarding natural gas quality parameters to the supplier.
If a final consumer, a system user has addressed to the supplier or system operator a complaint that is to be examined and resolved by the other licensee, the supplier or system operator, as the case may be, is obliged to forward the complaint to the other licensee of license (system operator or supplier) within no more than 5 working days from the date of registration of the complaint and to inform the final consumer, the system user, about this fact.
ANRE examines disagreements between final consumers, system users and natural gas companies that arise in connection with this law, as well as between users and the operator of the closed distribution system, and issues decisions in case of necessity. ANRE examines complaints submitted by final consumers, system users or users of the closed distribution system within no more than 30 working days from the registration of the complaint. The deadline for examination of the complaint can be extended by a maximum of 30 working days, a fact about which the final consumer, the system user or the user of the closed distribution system is informed.
During the examination of complaints regarding invoicing and in case of non-compliance by the license holder with the disconnection procedure, ANRE issues decisions regarding the prohibition of disconnection from the natural gas networks of the final consumer’s natural gas installations or regarding their reconnection.
Within 3 working days from the date of issuance, ANRE forwards the decision on the disagreement for execution to the involved parties, with the exposition of the reasons on which this act is based.
ANRE examines and mediates disagreements between system operators and owners of land and other assets, public or private property, in relation to the application of the provisions of art. 74 and 75 of Law no. 108/2016. The deadline for examining applications submitted in this regard is 30 working days.
The supplier will communicate daily until 17:00 to the final consumers the actual consumption of natural gas recorded through any available means of communication (Ex: e-mail, telephone, fax, dedicated online platform, etc.).
The cost structure is established at the time of signing the supply contract, and specified as an integral part of it, to be followed throughout the contractual period.
During the contractual period, the parties can decide by mutual agreement, through the annex to the contract, the modification of the cost structure and the actual cost.
Any change in the cost structure and the actual cost borne by the consumer will be notified by the supplier prior to their application.
According to the Regulation on the quality of natural gas transport and distribution services, the system operator is obliged to:
- To ensure the delivery of natural gas to system users, at the quality parameters of natural gas, established in the quality standards approved by the national standardization body:
a. Lower calorific value, MJ/m3 (kcal/m3), at 20°C and 101.325 kPa, not less than 31.8 (7600)
b. Range of Wobbe index values (upper), MJ/m3 (kcal/m3), 41.2-54.5 (9850-13000);
c. Admissible deviation of the Wobbe index from the nominal value, %, not greater than ± 5;
d. Mass concentration of hydrogen sulphide, g/m3, not higher than 0.02;
e. The mass concentration of mercaptan sulfur, g/m3, not higher than 0.036;
f. Volumetric fraction of oxygen, %, not higher than 1.0;
g. Mass of mechanical impurities in 1 m3, g, not greater than 0.001; - Ensure the technical conditions, as follows:
a. For domestic consumers, up to the safety valve, under technical pressure conditions stipulated in the technical passport/technical book of the device used by the final consumer;
b. For non-domestic consumers, up to the delimitation point, under technical pressure conditions stipulated in the contract regarding the supply of natural gas.
According to the Regulation on the supply of natural gas, the final consumer has the following rights:
- To the continuous and reliable supply of natural gas, up to the exit from the safety valve(s) in the case of the domestic consumer and up to the delimitation point in the case of the non-domestic consumer, at the established quality parameters;
- To verify and ascertain compliance by the supplier with the provisions of the natural gas supply contract;
- To request the suspension of natural gas supply for a determined period of time, but not less than one month;
- Upon modification, extension or termination of the natural gas supply contract;
- To be present at the reading of the indications of the measuring equipment, at the verification and extrajudicial examination of the measuring equipment, at the control of the natural gas measuring equipment and the applied seals;
- To request information from the supplier regarding the quality parameters of the natural gas supplied, consumption history, payments and penalties provided for in the contract calculated and paid;
- To have access to the 24/24 telephone service of the system operator, to the networks to which his user installation is connected, to the telephone service of the supplier, the numbers of which are compulsorily indicated in the invoice;
- To request the reparation of damages caused by the supplier, by the system operator in the case of the delivery of natural gas in violation of the quality parameters, the established quality indicators or in the case of the violation by the supplier, by the system operator of the concluded contract or regulatory acts approved by the Agency;
- To receive, upon request, information on the prices and tariffs in force;
- To receive answers to petitions and complaints addressed in the manner and within the terms established by the normative acts in force.
According to Law No. 108/2016 regarding natural gas, privileged information is information of an accurate nature that has not been made public, which directly or indirectly refers to one or more wholesale energy products and which, if made public, could significantly influence the price of wholesale energy products. For the purposes of this notion, information means:
- the information that must be made public in accordance with this law, with the Regulation on access to natural gas transmission networks and congestion management, with the Code of natural gas networks and with the Rules of the natural gas market;
- information regarding the capacity and use of utilization facilities, production facilities, storage facilities or natural gas transportation networks, including information regarding their planned or unplanned unavailability;
- the information that must be disclosed in accordance with the provisions of the normative acts or contracts on the wholesale natural gas market, to the extent that this information could have a significant effect on the price of wholesale energy products;
- other information related to the natural gas market that a market participant could use to make a decision to carry out transactions related to a wholesale energy product or to issue an order to trade such a product.

Politica Boglight Gaz este de a îmbunătăți încontinuu calitatea serviciilor si a produselor oferite, precum si de a contribui la informarea consumatorilor finali cu privire la drepturile si oportunitățile avute.
In acest sens ne-am propus ca in anul 2024 sa întreprindem următoarele acțiuni:
- Achizitia in avans si realizarea de stocuri de gaze naturale pentru a garanta livrarea gazelor naturale către consumatorii finali;
- Analiza de piață constanta pentru a asigura un preț contractual sustenabil pe toată durata contractuală;
- Asistenta de specialitate privind relația contractuală prin intermediul Centului de deservire a consumatorilor finali deținut;
- Publicarea prin intermediul poștei electronice de informații in legătură cu tendințele, prevederile legale si oportunitățile cu privire la eficiența energetica;
- Punerea la dispoziția consumatorilor finali a tuturor informațiilor cu privire la drepturile contractuale avute, cu privire la mecanismele de protecție de care beneficiază si cu privire la procedura de urmat in cazul existenței unor neînțelegeri cu furnizorul avut.
